EARLY STILLWATER
Early Stillwater Ledger Transcribed
Thanks to volunteer, Abby Ferrell, an August 1, 1888 - May 27, 1899 ledger, tied to Stillwater’s earliest history, has been scanned and transcribed. The ledger found in the museum’s archives contains three sections:
1. Numerous financial transactions from Winfield, KS August 1, 1888 - July 1st, 1889 (pages 1-66).
2. Titles, transfers, and claims related to Stillwater (pages 67-127).
3. Ordinances start on page 128. The first ordinance listed is Ordinance No. 3.

Ordinance No. 3. (page 128)
An ordinance-making division of the village of Stillwater, Payne County, Oklahoma Territory, into wards for school purposes. Be it ordained by the Chairman and Board of Trustees of the Village of Stillwater, Payne County, Oklahoma territory. [entire section marked through with a red x]
Section 1 - That said village of Stillwater is hereby divided into four wards for school purposes under the act of the territorial legislature passed and approved Dec. 5th, 1890, to wit. All territory within the corporate limits of said village north of 9th avenue and east of Main Street shall constitute the 1st ward; all territory in said village west of Main Street and north of 9th Avenue shall constitute the 2nd ward; all territory in said village south of 9th Avenue and east of Main Street shall constitute the 3rd ward; all territory in said village south of 9th Avenue and west of Main Street shall constitute the 4th ward.
Section 2 - This ordinance shall take effect and be in force from and after its passage and publication.
Passed and approved this 22nd day of December, A.D. 1890.
1895 - Ordinance No. 1. (page 201)
An ordinance Repealing all Ordinances and By-Laws of the Town of Stillwater now in Force and Effect.
Whereas, it satisfactorily appears to the President and Board of Trustees of the town of Stillwater, that the validity of many of the Ordinances and By-Laws of said town is very doubtful, and that many of said Ordinances have been irregularly adopted and published and are defective and in some instances invalid, and
Whereas, A revision of said Ordinances and By-Laws and the publications of the same in pamphlet form is deemed necessary and advisable, Therefore, for said purpose:
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE TOWN OF STILLWATER, O. T.
Sec. 1. That all Ordinances, By-Laws and parts of Ordinances heretofore passed and approved by the President and Board of Trustees of the town of Stillwater, be and the same are hereby repealed.
Sec. 2. This ordinance shall take effect and be in force from and after its passage and publication.
